1995 p Jefferson nickel it's pretty rough looking, their are a lot of scratches under Monticello the stairs are missing a section. It looks like it's in good shape otherwise it was in a holder with others I just cracked it open to actually see it. Also the scratches in states between the an and t in states. They run under the lettering, is this just an old die or could this have been done after. Also yellowish toning. I'll try to get better pictures as these are from my phone, any feedback would be helpful, thanks

Absolutely Die Polishing Scratches, as you stated they seem to go "Behind"
Letters and other design features, this is because the polishing wires tend not to enter the cavities of the design. This will give the impression the lines are in the background of the design or the numbers and letters . Greetings by the way.

Thanks I wasn't sure parts of the steps look gouged out as well I thought it was damaged but it has full steps just not in one spot. Some areas look like PMD but others are out of place like it was broken off the coin.

It could be die abrasions, not polishing, polishing is typically what is done to get rid of die abrasions. This actually has the typical look and direction of Feeder Finger Damage and I would lean in that direction.

I may have misspoke on this point but have always thought it odd that these two words (abrading/polishing), were synonymous. In my mind, one is more of a grinding and the other to smooth it over. Regardless, I still feel like the OP's coin shows Feeder Finger Damage.

@-MakeCents- I`m with you on riding the fence on this, we sure could use much cleaner photos of such fine detail analysis.
