1998 D cent on the obverse on the side of Lincolns head and ear are them marks some sort of clash or some form of damage and I have to ask is the doubling on the 8 its still plating issues it hasn't changed from the last one I asked about has it lol

Those scratches are just damage unfortunately. The last digit in the date is showing Die Deterioration Doubling I think.

@pris, almost always die clashes affect the high points of the dies, which generally correspond to the fields of the coin rather than the details (like the portrait). Therefore the typical clash on these cents looks like vertical bands in front of and behind Abe's head—thus the moniker "prisoner cent". With this coin, you are seeing damage on Abe's ear and neck.

Agree, post-strike damage. And yes, appears to be Machine Doubling, or possibly Die Deterioration Doubling on the date.
