Looking at Monedas Españolas by Cayon and Castan, the obverse type (bust and numerals) appears correct for 1794. The only "FF" listed for the Mexico City mint, for an 8 R piece of Charles IV, is 1805, with an astronomically higher value than "TH", which is listed also for that year, as it is for all years from 1803 to 1808 (in fact 1810).
Unfortunately the catalogue doesn't go into any detail about the mint officials. I assume that the compilers would have checked on the validity of the "FF". If not for that high valuation, I'd like to think it was a bogus die used on contemporary counterfeits. The latter seems more likely than a one-year type which somehow got muled with an obverse die from ten years previously.
