on the obverse and reverse of this 2017 D cent on the obverse in the word liberty what are the dots on B E and the R and on the reverse same thing with states of america starting with the 2nd S T E F M I and A is it something or is it just plating blisters

I see Ridge Ring, which indicates a worn die issue, from Die Deterioration. The other stuff could be from plating issues.

is that all it is and the Ridge Ring made them dots on the letters I figured if it wasnt something else tha it would be plating bubbles I learned something ele now if I can remember it lol

I would definitely think plating bubbles are involved, especially on LIBERTY, and considering the overall plating issues this coin appears to have.

In addition to plating blisters those might be zinc dust trapped under the plating.
