The more I look at it I think you have yourself a pretty scarce big head error note with the missing green Treasury seal. I cannot see any signs of tampering in the pics but a closer exam is needed and 3rd party grading and verification is needed, too.
I'd guess it was either an obstructed overprint of the green seal (or that particular printing was completely missed somehow). As there is some visible miss alignment of the serial numbers to the right side of the note there was something obviously going on when it was printed that day.
I would suggest getting the note safely stored in a high quality Mylar currency holder and start researching the process to get the error validated and the note graded. Do not clean, try to improve or laminate the note. Most likely, you have a nice little error note in your possession worth way more than face value!
I looked at Heritage.com archives and they sold a bighead note similar to yours about 11 years ago. Nothing bighead since. It was part of a 2-note error lot with one small head and one big head. The bighead note was in a lower grade but the lot still brought around 160$.
