Did you pull it out of a mixed roll or a BU roll? I would say it's a Struck Through error by the looks of it.

it looks like a struck through, but it looks like a mirror image of the torch flame.

Very interesting! I'm doing an Overlay of the Torch after reading CoinHI's thoughts and Dearborn's comment. Give me a few minutes and I'll post it here. EDIT: While I don't think this is proof positive, it does show that it's well within the realm of possibilities. This MAY have been from a 'Dropped Flame' of grease/debris or something like that. It's slightly different from the shape of the torch flame, but it strangely close to the same shape I can't say that it proves anything one way or the other. This animated overlay is simply a visual aid to help with the diagnosis of what could have happened. Fun stuff here!

E&V- I pulled this out of a mixed roll. Yokozuna - That is a great edit, thanks! The other possibility is the Grease Fill fell from the hair design on obverse. It also has that flame pattern. Thanks for the responses!

is this one of (die erosion pits), a manifestation of Die Deterioration that mike diamond describes in his error ref as a "bleb"

Yokozuna, it might fit better if you mirrored the torch.
Would a strike-through or dropped torch allow the B to form correctly?

Brandmiester. I was sorta thinking the same thing. Sense we're playing with the idea of the torch. Yokozuna. How did get that overlay animation? Lol. I what one of those.

Thanks for the replies, it does seem a to fit better in the mirrored overlays.

I was asked to weigh in on this. This could be a dropped filling impression from the torch flame. If so, the plug of material would have fallen out of the hammer (reverse) die and onto the anvil (obverse die). In doing so, it may or may not have flipped over. If it didn't flip over, then the impression would be mirror-image. If it did flip over, then the impression would be correctly-facing. Unfortunately, the impression is too incomplete to tell whether this is actually a dropped filling impression.

Neat looking "struck through mint grease". That's a whooper.
