What would make a quarter look copper like this? Some kind of chemical or exposure to something? Sorry the second image is blurry.

It does appear to be chemical exposure, but could be a backyard plating job too. How's the weight?

It weighed 5.67 like a normal quarter if I remember right. Not home right now to double check.

Very often. copper nickel and copper nickel clad coins can look like this, after in ground burial for a few months.
Very possibly, this coin could be a metal detector find, and subsequently put back into circulation.

Standard coin, not an error, environmental damage, a spender.
