So out of a million wheat pennies I've seen. The color or maybe how strong the die stamp looks. Idk. Is this like a clearly been polished up or some specific cleaning thing? Idl. It's just off to me

I've gone through mountains of wheat cents over the decades and have seen similar to what you've posted. Given the pics above, it appears staining is involved and there may have been an accumulation of crud/gunk at some point. Coin may have been cleaned at one point years ago.

The toning on all of the highpoints of the design has been worn away. I believe that this is called 'Circulation Cameo.' It really stands out here because of the contrast between the dark and light copper.

ijn1944 called it and you did also in your comment. the coin was cleaned to remove staining/gung/dirt on the coin

I agree with above comments. "Circulation Cameo" coins stand out and can look nice, but it's not necessarily a good thing because it usually means 2 things: 1. The coin was stained in the past, probably due to chemical/dirt exposure, and 2. The coin is well circulated which gives it the cameo effect on the higher surfaces.

In my experience these coins can sell at a slight premium because of eye appeal, but it would still grade based on condition. I would agree with VF-35.
