1995 P Washington Quarter Triple Neck ?

Had this1995 P Quarter in my collection for awhile thought it was nothing but seeing how the reverse eagle neck has a 3d look to it like 3-4 lines and check the front and washingtons throat area has the same pattern . Find it odd that they are in the same area when flipping coin over .. Any Ideal's?

I was going to say slide doubling, but MD works too, on the obverse, that look more like channeling to me.
