I'd guess its a fountain coin or sat in the cup holder of a service truck for a while.

With a cup holder serving as a catch-all spot for many of us, in a service vehicle it's very normal for it to have steel washers and the like. I have come across several coins with heavy surface rust before when I moved to a new service vehicle.
