Assuming that the raised part of the lower rim is of a diameter larger than 21.2mm, then you have a partial collar strike. If the rim is equally offset around the diameter, then it would be known as a railroad rim. The other type is a tilted partial collar where the offset is diagonal across the diameter.

I would say it;s a partial collar strike you have a railroad rim and that;s a good indication of those type of errors

bio, can't tell you on the mm. Railroad rim is about half way around and tapers off. Right side of nickel is slightly thicker than a regular coin. When stood on rim with another coin the one pictured is slighty larger.
