Why do they call these "Emergency Issue" and how do you know it is from the first day of use?

The grading companies find all sorts of ways to make non-standard labels on their slabs. It's marketing. They typically have a set date by which people have to get their coins in to have them labeled that way. This date ends before another issue is released. Once the coins are cracked out, they obviously are no different than the rest of them.

The people who enjoy collecting these value slab+label+coin. It also gives someone an "excuse" to have more than one of the same coin

IMO it's simply a marketing gimmick to separate additional $$ from folks who enjoy the label game.

The coins once freed from their plastic tombs are all the same.

They are called "Emergency Issue" becasue they were struck in Philadelphia or San Francisco rather than the standard West Point Mint facility. West Point was temporarily shut down due to COVID-19 issues, and "emergency" production - to keep up with demand - was temporarily shifted to Philadelphia and San Francisco.

The "First Day of Issue" designation required a sealed and serial-numbered monster box of ASEs to be delivered to the grading service (dealers only) to enable the production data of the ASEs to be verified.
