Is this post mint error?

1979-D-Mint--Penny-What's-On-His-Collar?

The two marks on Lincoln's collar is this something that happened in the mint?

If so what is it called?

Hard to tell. Better pictures may help others assess this better. PMD?

@scoo, yes that sure looks like mechanical damage to me too, perhaps due to a hit from the reeded edge of another coin, such as a quarter.

Appears to be post-strike damage.

Ok, so if the damage occurred at the mint, it would be PSD, and if after leaving mint it would be PMD. Thanks.

I hope that isn't Lipstick, Mrs Lincoln would not be happy about that.
Agree with the Reeded Edge hit.

@igwt no, damage is damage. Anything that took place before the coin was struck is an error, anything that took place after the strike would be post mint damage. PSD/PMD are just two words for the same thing (post mint or post strike just a difference in phrasing the same thing)
