I've seen the 2008 Rev of 07 graded with either an MS or an SP grades from both NGC and PCGS on the ebay. I thought the grade designation should have been SP on all the holders and not MS. Does anyone know why there are MS grades for an SP coin?

General, To My understanding, the 2008-W "BURNISHED " Reverse of 2007 American Silver Eagle is a Burnished Finish, Like Uncirculated. Which Would Then enter the Title, MS-?, No.... The Coin in the Topic Here is The Only Significant Die Variety in the Series, It is a Mint State or Burnished Finish, Equaling the Mint State Designation,  Am I addressing Your Concern.... Not Sure the Question Your Asking, Best Wishes, Sir !!!

The 08-w 07 reverse was only minted as a speciman (SP) coin. So, I think all grades should be SP (some number) and not MS (Some number). If you search on the ebay, you'll see that some are designated MS and some are designated SP. If you then verify the cert on PCGS, it will have an SP(some Number) designation when the coin holder has an MS (some number) designation. As noted by Morgans_dad, this ASE variety is the uncirculated version struck specifically for collectors and sold to them directly by the Mint - it is generally referred to as "Burnished" finish. PCGS began designating these coins with "SP" in April 2015. Coins submitted prior would have been designated "MS" to represent their "Mint State" status. NGC also initially graded these varieties with the "MS" prefix before transitioning to "SP" labeling.

Thanks COMMEMS, We Ole Collectors are an Regimented Bunch. I see the Question Here. I see the Older Designations were MS. This Coin Has a Very Sweet Spot, In My Collection....  I had concerns when Mint's Own Verbiage was Changed From Uncirculated To Burnished... Talk about Evolving Nomenclature... I seem to recall the SUGAR FREE labels that came out, back When I was a Sprout, That Label was Mis-Leading Too.... Saccharin...Sugar Free with Chemicals....

my 08 with reverse of the 07 is an SP69 graded ASE.

John, My Original Mint Packaged 2008 Rev of 2007 is Sweet...  I have Another, Slabbed Too......  There are Another Estimated 46,998 More Out There.... General, In My Opinion, I Love the The Coin in The Originally Packaged , All OGP, Just The Sweetest.....  ........ Best Wishes....

Very nice Mike! I don't think you can even find these in OGP anymore.  EDIT: Just went and looked - yes you can, ebay has 3 of them going for about $500-600 each.

John, Were they described as Near Perfect, Perfect ? Mine is PERFECT...........( not for sale, @ any Price). Edited to Say, I just checked the Bay, All, Just 2- examples of the OGP Coins, Have Spots, Not Good, All for Just $595.00 Buyers Beware !!!!

Should be a ton of OGP out there, way more than have been graded. I'd even venture to guess that there are more OGP and undiscovered than there are graded
