There were test pieces made in 64 at the direction of mint director Eva Adams, they all ended up at her house and were only discovered when she passed around 1990. Unfortunately you'll see shysters on ebay do this..... They take 1964 mint or proof sets and put them in the 65-67 holders and try to pawn them off as real.
