I'm going to add two Washington quarter here with two different dates as I believe the same thing is happening to both coins, if you think its not the same please give me your opinion of the first one and I'm going to place a new topic for the second one. I found the 1996 first and I thought that is lamination, but then I found the second one 1982 and now I dont know what it is. Is that an error or just intentional damaged? First one was Struck Through a piece of Rim Burr. Second coin was Struck Through also.

Nice! These are struck through a Rim Burr (or Blanking Burr) with the 1996 being a Retained Rim Burr.
I really like this error!

Struck through a rim burr. The burr is lifting up from the recess it created.
Error coin writer and researcher.
