I got these with a few other sets I purchased but can't really find anything on them. They look kind of like proofs but not I'm not really sure they don't look like business strikes either at least none that I've seen.

This is not a proof reverse struck coin - it was minted in Denver and Denver did not produce any proof coins aver.

It has broken rays and the straight FG so why is it like that. All the 64 D that I've seen have solid rays

The broken rays and the straight FG are from the original type 1 broken rays reverse die used with the first iteration of the Kennedy half. After Jackie changed the design, the mint still used the reverse die until it wore out.
Apparently, this die marriage is rarer than the accented hair version, but it doesn't hold much value because everyone collects the Accented hair.
