Why are the 1970 proof sets so cheap, when there is the possibility of getting a penny or a quarter from one of those sets. That is where they say the coins that are worth most, are the uncirculated coins, right? So if you get the 1970 penny and 1970 quarter for $40.00 (and 40 is a lot more than what I seen the sets selling for.) It seems like they would charge more for the sets? Can you explain this, please?

in coin terminology, proof and uncirculated are not the same thing, uncirculated generally means a business strike, that is, not a proof

People will also look through the proof sets - any with desirable coins gets broken apart and the rest are sold for a low price.

Most coin stores I have been to are buried in older proof and uncirculated sets. More people selling than buying typically so the price stays low,

Lets say you have a penny coin album that has proofs included, you do not want to buy the a whole proof set and break it open for just the penny proof. So you go to coin store and just buy the penny. The store broke a set up and will sell each coin at a high price and made money, you saved money because you only had to buy the penny that you needed for your album.

As Kenkat said. The sets have mostly been searched for the valuable coins.

If you see proof set or mint set that is worn and tattered (like "The Velveteen Rabbit") then you can be pretty sure it has been opened and closed many times to be searched.
Words of encouragement are one of the major food groups.
We need to consume them regularly to thrive and grow.
