This is called a "starburst effect". In this case, it seems to reflect the breakdown in some sort of surface coating. Other starbursts represent Die Deterioration.

 Thank you for identifying this. I am a newbie and learned quite a bit from researching this starburst effect. I found this article: https://www.numismaticnews.net/arch...nes-dramaticwhich shows a similar 2008 Alaska coin. Based on this article I guess this coin could be characterized as having "Dramatic Late Mid Die State flow lines with a mystery material that was squeezed through the flow lines (when it was forced to as the pressure was lesser there than on the smooth fields)." Would this effect diminish as the coin becomes more circulated? I took a few zoomed in photos which show the flow lines better.   I don't suppose this have any value other than face?
