The lines on the obverse on the head and on the reverse on the bottom over the gap of the memorial and One Cent looks like roller lines.
The weakness of the strike on both sides in the same location on both sides is strange - I would say tilted die or planchet, but the rim is well formed.

Looks like a Grease Filled Die to me. The flat areas have that hazy look to the surfaces often found on struck through coins.

Nice error!

Likely grease strike through....having said that, would love to know an accurate weight--to two decimal places.
