Is there a technical term for this, where the rim tapers/disappears from one side to the other.

Also, is it just me because the P kind of looks like mms 3 over mms 2 based on V.V. Pics.

Yep, there is, in fact depending on the relationship between the obverse and reverse, we have 2 terms.
1. and off center strike,
and
2. a MAD Strike (a Miss-Aligned Die)

an off center strike both side will be off to the side, with a MAD Strike only one side (usually the obverse) will not be centered.

Yours is a MAD

Perfect explanation @dear!

This is a nice example of a MAD--when the letters start to fall off the edge then there may be additional numismatic value.

A slight Misaligned Die with Die Deterioration and Die Deterioration Doubling, on the mint mark.
