Some sort of damage, perhaps an atttempted puncture.

Formerly mounted on a pin perhaps? I see damage in the center and left of the date that roughly form a straight line.

Could that strip going across the neck be a lamination?

I was thinking a lamination too.
But that other thing at the top by 'Of' any chance of getting a better closeup?

Lamination issues, and a punch was taken to the top. Perhaps dirt has since filled the hole, giving the illusion that the depth of the pit is level with the fields. Metal was not added, so it was taken from the center through forceful displacement.
Suffering from bust half fever.

damage in front of the 1 in the date, in front of the OF, under the TE in STATES, through the T in UNITED, and in the neck area. Possible lamination below the I in UNITED but inconclusive given all the damage.
