California fractionals were made in 1853 but this is not one of them. There were no Indian heads, and the denomination includes dol or dollar

it looks like Gold leaf was applied to it. I had tried doing this once, and I got the same lumpy results.

Undoubtedly pulled from one of these sets marketed to tourists. None of these match Jethro's example, although some are quite similar. Incidentally, I see these sets selling for stupid money on various online auction sites.
