It appears to me to be a poorly-made copy of a Spanish Colonial "cob" coin. Probably from some kind of "pirate treasure" game or the like.

@tak, first welcome to CCF. Second, I agree with @pub that this is a pirate coin of modern manufacture. You can buy these to give out at kids' birthday parties.

Or you can buy a bunch of them, bury them in your yard, at a park, or at the beach, and play "pirate treasure hunt" with the kids. This happens a lot, and "the kids not finding the coins" must happen a lot too, because we often get detectorists coming onto the forum saying "I found one of these at a beach".
