They come in versions for 1, 2, 3 or more packs of cigarettes. Believed to be from the 1930s/40s, value a couple of dollars.

These tokens were usually used at times and places where gambling for actual money was either illegal or highly restricted. So people in clubs, bars etc gambled for tokens instead, and then traded in the tokens for prizes. In this case, packets of cigarettes.

Because of the borderline-illegal nature of this activity, finding definitive documentary evidence of when and where specific tokens were used is either very difficult or impossible.
