This would be considered an "Associated" BIE by Cohen, and I don't see it listed. May be another discovery piece. Check with JC.

Die chips are not errors. They are normal die wear.

I believe most folks these days would call this a "die error" since it would show up on all coins struck after the die was damaged, similar to a Cud or die crack, etc. It is not a "die variety" since it did not happen during die manufacturing, and thus does not show up on all coins struck from the die. But it is also very different from the other unique minting errors such as broadstrikes, clipped planchets, etc which show up on just one coin.
