Just scratched, worn with environmental toning. The scratches happened more recently exposing the bare copper underneath the toning. Cents can turn different colors depending on where it's been, in the ground, in a jar, high humidity, etc. They often have circulation wear, scratches, dings, etc. Collectors call this PMD post mint damage.
It could be dated 1917, but when I rotate, crop to the area of interest, enhance, and magnify your pic, it is hard to confirm that this is actually the date:
