It's been ground down, maybe with sandpaper, or could have been scuffed off on concrete or something. Welcome to the forum though!

Agree with all above. Post-strike damage. Nickel didn't leave the striking chamber in that condition.

If you weigh the coin I think you'll find that it will come up short of the target weight of 5 grams.
