It is Die abraded wear. It happened the most on this year. Common and not a premium as they are numerous this year. Not a Grease Filled Die. When you look at many BU rolls showing this you just shake your head.

Does the abraded wear cause the misaligned die or is that a separate issue?

Its a separate issue. The obverse die is able to be adjusted and when out of adjustment it creates the MAD coins. The extreme one Cole317 found. Most don't carry a premium unless the devices run over the rim like his.

Die wear usually flows toward the rim of the coin. An example I found the other day was this one.

You can see the outer devices flowing toward the rim making them distorted.
