These ID tags were popular in the 1920s, and were used on key rings, luggage, or as ID tags. Google Lens turned up a plethora of them, yet none with this particular emblem (which Lens could not match). The reverse is blank. Does anyone know what it is? I'm thinking about repatriating it to the heirs of W. M. Franklin. A Library of Congress newspaper search turned up several references to him in the Shreveport, LA area in the 1910 - 1920 era.
Inordinately fascinated by bits of metal with strange markings and figures
I found another on Worthpoint. When I searched for H.G. Menig in Malvern, PA I found that he worked for the Pennsylvania Railroad. I decided to search for railroad worker fraternities and found this emblem for the Brotherhood of Railroad Trainmen that looks to have the same elements.
