The coin is still in the original mint set package making it difficult to get a good photo. I'm not sure if there is an error running through DOLLAR. Resizing the photo to less than 300kb lost some clarity and I suck at pictures with my phone, sorry.

it looks like a strike through - maybe a piece of a broken collar? that resembles the reeding that should be on the edge.

It sure does look like a Struck Through error, maybe a piece of collar as Dearborn said?

Thank you for the comments! My thoughts were the same regarding looking like edge reeding. Not sure how that would happen, but a broken piece of collar makes sense now.

It's more likely that it's Struck Through a small piece of detached reeding. We had a discussion recently about the same type of error on a Bicentennial Quarter. http://goccf.com/t/452697#3912859

Here's a Roosevelt dime that has several areas of attached and detached reeding. It was struck once in the collar which added the reeded edge, and at least once more outside of the collar which stretched the reeding to the breaking point. This may help show how it could have happened to your coin.
