1994 p Kennedy half dollar it has a ring around the head and doesn't have a raised lip around it it's smooth the first part of the date is barely on it! Is this a error coin & if so what is the value of it?

Can you show us the reverse? As for the "ring", it looks like the dreaded "circle of death" from a Coin Wrapping Machine.

When you get a roll of coins from the bank. look at the coin on the end . The paper is folded "tucked" under itself as the machine is doing this, it rotates around, gouging the coin making a circle like your coin has on it. The roll has to have come from a coin delivery co. and not customer rolled. Other similar types of circles were created by gumball and slot machines.

Match it up with another half. to see diameter. That may answer question about the non-edge. Need pictures of edge.

With the weak top of the reverse matching up with the bottom of the obverse, it might be a slightly tapered planchet, or a tilted die.
