I would tend to assume such a coin would be one of those "evasive Singapore merchant tokens" I mentioned earlier. Unless it's a completely modern counterfeit.

I have a similar one - from the Numista listing:

The token's "Island of Sultana" is a fictitious location. They were issued after a Dutch proclamation in 15th October 1835 to confiscate a previous issue with "Island of Sumatra" inscription.
