1990 D Lincoln Cent With A RPM

I found a 1990 D Lincoln Cent which shows a D mintmark over another D to the Left of the one on bottom. I did some research on line which said the mint stopped punching the Dies by hand in 1989 and added the mintmark to the Dies assigned to Denver and San Francisco! So either I have a damaged planchet or a very interesting 1990 D Lincoln Cent. Look at the pics and let me know your thoughts! Regards all.

My initial reaction is a split platting issue--resulting in zinc rot beginning to 'push up' the plating in the vicinity of the mint mark.

No RPMs after 1989.Split copper plating now turning into zinc rot.
