Just stains from environmental damage ( PMD) and Pareidolia.

I may be wrong but I wouldn't think this would is just stains considering I can feel the ridges on the coin when I run my finger over sections of it, specifically the on the front of the coin I can feel the shield

Staining, crud and corrosion. I don't see anything to indicate a die clash of any kind.

Sometimes whatever caused the staining will leave behind a ridge of material which will feel like embossing of different designs. In return, your eyes and mind will take over (like seeing a face on the moon).

kyle965 - a mule is a coin with the wrong design on one side, made from wrongly-matched dies. This 2004 Lincoln Cent has the Memorial reverse which is the correct one for this date. Now, if you found a 2010 cent with the Memorial reverse, well that would be a mule (or a counterfeit!)

looks like staining, but we more than all the images you already posted, we usually need FULL coin images of both sides.
