Looks like glue or adhesive on it. Try giving it a soak in 100% pure acetone and see if it dissolves.

Most likely two nickels were glued together and then separated.

I can't tell if it is a vise job or dried glue, but either way it didn't leave the mint with that second impression of Monticello.

Agree with all above. Note that the second impression is in reverse--a good sign that it's a vise job, or a glue image transfer.

Yep - damaged coin. Either a glue job or vice, either way it's just damage.
