It certainly looks raised. I was trying to figure out what part of the obverse design might have clashed onto the reverse die but I can't see what could have caused a sharp ray in that shape.

I think a die scratch makes a lot of sense. Although that would be a really big noticeable one that would generally be caught by QC. As it stands it looks like a "speared wing" variety.
