I have a bunch of tubes of maples, eagles, rounds, dollars ect that are in tubes (filled to the quantity of 25 or 20 depending on which one).

I'm planning long term storage at an off site location but I would like to prevent them from bouncing around inside the tubes. What would everyone reccomend. I've seen newspaper, toilet paper, I've seen packing peanuts ect. What does everyone reccomend?

Small soft cotton balls have always worked well for me.

I use inert seals and rings from old slabs or archival storage containers. I've got a bag full of bits and pieces. Drop me an email and I'll send you a handful of sample pieces.

Cotton balls will work too and unless your coins are collector quality or other high grade pieces they will work fine. Cotton balls can hold contaminants and moisture so make sure they are clean and dry.

I've used a cut piece of small bubbles wrap folded to top off tubes. I'm not aware of bubble wrap having harmful chemicals. So far no damage using it with silver bullion and rounds for several years. Found an old post about bubble wrap:

I've read here that food grade zip lock storage bags are safe to store coins in.... so I've been cutting them up and wadding pieces in top of my tubes.

I have a lot of Cent rolls where the coins are a bit shorter than the tube. I make up the difference by installing spacers made from thin foam sheets (archival type) using a 3/4" punch.
