It appears to me the O&N took a hit that shaved, and pushed the metal of the devices into the form we are seeing. A pretty neat example of PMD.

Something hit that coin with such precision, what donnie59 said is correct. You can see the flatten part of devices before pile up of material.

That damage starts at the 'UN' of United through the corner of the Memorial and then through the ON of 'one'
and for reference - Cuds are always associated to and attached to the rim of a coin, not in the middle.
