A flipper serial number reads the same when flipped upside down as it does right side up like yours or B00996600B where even the letters are a flipper. To be a true flipper the serial number has to have the right combination of 0s, 6s, and 9s. However, more lenient collectors might allow 1s and 8s in their flippers. Technically the eights and ones are going to look slightly off when they are turned upside down.
Flippers are another in the gray area of serial number collecting, some may like them in their personal collection, others may not. Someone likely had a note like this in stock and he came up with a neat way to market it, and it just happened to catch on.
Flippers will command a premium, most likely places like
ebay rather than dealers. Just keep in mind its not something you are going to get rich on. On average I would expect up to a $20 premium on lower denominations is possible.
The higher the value of the note itself (such as when you get to 20,50, or 100) the harder it is to sell because of the notes value on its own. Total amounts under 20 likely remain in that impulse buy category is why. Personally things that that I would enjoy in a personal collection if interested in fancy serial numbers in general. Fancy Serial Numbers are a wild west in how they appeal to different collectors thats for sure.
