Other than the field marks lower obverse it is a slam dunk MS-65. NGC might have given those a pass. MS-65.

I can't see anything that would keep it out of MS65. There is a very small amount of chatter in the left obverse field and a few scattered light marks.

Agree with the 65 assessments but this could be in a 64 holder. I have several MS64 1900-O Morgans in my care that look similar to this one.

Not quite a 65 for me. Luster probably pushed it to that level in NGC's opinion.
