I have given this quarter acetone baths and have seen no change in the obverse spots. I think it's a strike through but don't know what else I should be looking for. I can't see any elevation changes around the spots I suppose something could have intentionally been spilled on it but don't see what with out some other signs what does the forum think thanks for looking and appreciate your opinions.

I would say the coin was resting on some sort of textured surface and that pattern was transfered to the coin.
Cup Holder Coin perhaps.

I agree ,it is considered an environmental damage ,regardless of how it looks, the staining patterns on the surface is simply the result of an exposure to some form of foreign substance ,it could have been the cup holders pattern where the coin was resting on and it got saturated with whatever that got on it, it did not come out of the Mint looking this way, period.

Agree--texture transfer, exposure to environmental elements. I've see a few similar on different denominations of coins over decades of roll searching..

I would have to say that this con was chemically altered - the surface was most likely etched and will not come off. Consider this to be a damaged coin now.
