Tough to tell the luster. The cheek has small contact marks and the neck a larger one. I'd say 64 pending better pictures.

You can see the light downward stretching of all devices on this coin. It was molested by a wire wheel. Unc Details Harshly Cleaned.

Agreed - Dremel victim. The flow of the grime in perimeter devices towards 5 o'clock is consistent on the entire Obverse. Light on jaw and chin area shows how harsh the work was - textured.

You can google cast Morgan dollar and see many examples. Yours seems to have too much detail for a cast copy.
