Not sure what your question is or why you posted so many pictures, but that semicircular mark appears to be PMD. The coloration is environmental staining.

Looks like this quarter spent some time in a fountain. It didn't leave the mint looking like this.

Yes, a good dose of environmentally-caused staining. Agree with the 'spent time in a fountain' assessment.

I'm baffled by that "d" in his neck. Coincidental? It's the same size as the actual though. Also, too far from the edge if it were a possible strike over from another coin, intentional or otherwise.
