I found this 5 Dollar Bill and noticed that the Serial Number prefix and the FR# do not coincide. Shouldn't the FR# be a 5 and not a six for an E prefix? (First post, sorry if I'm getting the terminology wrong.)

The serial numbers are the wrong font, the Treasury seal is not green, the center vignette of Lincoln's portrait is blurry and the serial number should start with an "F" instead of an "E".

Not necessarily. One of the oldest tricks in the counterfeiter's book is to "scuff up" your fakes, to make it seem like lots of people before you have accepted it. This has historically worked well with fake coins, it should work with fake notes too, so long as the method of "scuffing" does not help reveal the inferior printing quality.
