I have more than one coin that looks like this. I soaked them in acetone but it made no difference in the color. I'm just curious as to why it looks as though it was painted red...

Perhaps it was indeed painted, or buried, who knows. But it's clearly not uncirculated

to the CCF

Because something caused the surfaces to acquire that red looking color - paint, corrosion, staining, whatever.

It is NOT however an MS-RD cent. The coin likely grades in the VF/XF range, with a details designation for the color.

This type of red toning is fairly common - as you've discovered. Water, acetone, xylene, etc. will have no effect as the toning is well bonded.

Depending the environment the coin was in, it can take on many different colors of toning. But not sure if this one was artifically colored.
