This note here is pretty beat up. Not much collecting value. I was wondering if the Treasury seal (green), an the Bank seal (black) are faded or if it is an ink error because of the top half is lighter than the bottom half. Any an all comments are welcome. Any links on ink errors is appreciated. Thank you!!!

Welcome to CCF.
It appears to be extremely worn and possibly contaminated with a substance that has chemically diluted the color of the green Treasury seal. I would chalk it up to post printing trauma, and I believe its current condition was caused long after leaving the Bureau of Engraving and Printing.
