This hear $10 Bill looks to have been altered. But I still would like a member of the community to asses it and give me there opinion. Is this an ink error? or Is it damaged after it left the mint? What about the bottom right corner on the obverse? It looks like a partial number 10? As always thanks for you knowledge and time.

Steve in Tampa should be along to answer your question. And by the way, it came from the Bureau of Engraving and Printing, not the mint.

Without having the note in-hand, I'd guess it's just normal wear and tear and not anything that happened when the note was originally printed. It almost looks like someone handled it after eating a bag of potato chips.
