The note has been chemically altered. Looking at your photo I can faintly see the upper right serial number. Looks like it starts with a "B". I imagine it's even easier to see in-hand. It's something you see every once in a while on ebay. Typically from spurious sellers taking advantage of new collectors.
There's no link for this type of opinion. About 50% of determining errors is common sense coupled with experience and the other half is knowledge about the engraving and printing processes. I recommend smelling the note as part of the examination. Sometimes the chemicals used leave a scent.

a) Given the fact that it was likely bleached (or altered): not collectible IMO but some might find it interesting to view. If wasn't altered, the note's poor condition would eliminate the majority of serious collectors. b) $1.00 (BTW: the parallel lines to right of L signature & up Washington's face are remanents of a teller's stamp) c) Unlikely to never: most counterfeiters go after higher denominations since it takes considerable time to produce a fake.
