Now this is my 4th time trying to post this. It didn't save my drafts so now you just get the questions.

Is this an error?
Is it collectable?
Possible value, considering the wear?
Can this be counterfeited?

The note has been chemically altered. Looking at your photo I can faintly see the upper right serial number. Looks like it starts with a "B". I imagine it's even easier to see in-hand. It's something you see every once in a while on ebay. Typically from spurious sellers taking advantage of new collectors.

There's no link for this type of opinion. About 50% of determining errors is common sense coupled with experience and the other half is knowledge about the engraving and printing processes. I recommend smelling the note as part of the examination. Sometimes the chemicals used leave a scent.

a) Given the fact that it was likely bleached (or altered): not collectible IMO but some might find it interesting to view. If wasn't altered, the note's poor condition would eliminate the majority of serious collectors.
b) $1.00 (BTW: the parallel lines to right of L signature & up Washington's face are remanents of a teller's stamp)
c) Unlikely to never: most counterfeiters go after higher denominations since it takes considerable time to produce a fake.
