Whatever this is it happened to the planchet before the coin was struck. There are slight gouges, discoloration, and some cracked plating as best I can tell. I only wish I caould bet better pictures...

Looks like a stain, damage or both. Maybe laid in a fountain with another coin on top of it for a while.

Damage was done to the planchet before the coin was struck not after. The gouging is underneath the letters and numbers. The gouging is distorted under the date and also under Lincolns head where the metal was pushed into the die.The letter L in LIBERTY is soft struck as well.

The coin had another coin on top of it, it is a stained and damaged coin. Chemical reaction has been created by some liquid. The high areas like letters have been worn off from rust like material.

Undoubtedly the provided pictures are not good enough for you to see that the plating is broken through starting at Lincolns chin and extending all the way to the word LIBERTY. I will see if I can get better images.

I do not doubt you that there are raised areas, RodgerDodger2023. This will happen with the copper plated zinc coins. There will be contamination under the plating, caused by various things that will raise up under the copper plating. Sometimes it's hollow and sometimes it will be solid. The reason I said a fountain was because of the odd, various coloring. This could have happened for a multitude of reasons but is just damage in the end, PSD.
